Dog is lethargic with gagging, foul smelling nasal discharge, weight loss, and loss of appetite. Help Please!?

I adopted my dog from my local humane society and the first week we had him home he started coughing. We took him to the vet and they said it was kennel cough. The vet gave us antibiotics but after they were all gone he got sick again. We took him back and he said that the strand of kennel cough that has been going around was especially stubborn to get rid of. He gave us more meds for kennel cough. He showed some improvement but then he got worse. He has labored breathing, gagging, loss of energy, and loss of appetite, and has a very foul smelling clear nasal discharge. We have taken him back to the vet and he did x-rays of his chest and thought maybe there was some fluid but he was on lasix which didn’t help very much. My dog is a border collie mix under a year old and I also have a four year old rat terrier who has not gotten sick.last time we took him to the vet, he was tested for heartworm and it was negative.. and I did get to see the x-ray and I saw white stringy looking stuff. (almost wormy looking) When the vet was looking at the x-rays he wasn’t sure what to make of what he was seeing so he sent them to Lousiana State University for their opinion. They said they saw nothing wrong except for the fact that the dog was skinny.
